upgrade the dsp version to 1.4.21.1, the old version is 1.4.6.9

How to check the dsp version:
cd ../opvx_tc_linux_x86-1.2.0/bin
./device_info.32bit or device_info.64bit

How to upgrade the dsp:
cd ../opvx_tc_linux_x86-1.2.0/bin
./file_transfer.32bit(64bit)  -w sys/octvocmgw.bin octvocmgw.bin

please run the following command to backup your dsp config before upgrading
./file_transfer.32bit  -r sys/octvocmgw.bin octvocmgwbk.bin
